Missing, cracked or lifted shingles
TPO is a single-ply membrane common on flat and low-slope roofs, heat-welded at the seams. It fails at those welds, at penetrations and curbs, and through punctures from foot traffic or debris. Repair is a welding job rather than a patching one — adhesive patches on TPO are a temporary measure at best, because the material does not bond reliably to anything other than itself under heat.
Hidalgo County is close enough to the Gulf to take the full force of tropical systems, and that is the storm profile that sets everything else. Hurricane wind is sustained for hours rather than gusting, which does something different to a roof — it works shingle tabs loose over an extended period and drives rain horizontally under courses that would shed any normal downpour. Then the heat and humidity do the slow damage. Roofs across Hidalgo County run hot for most of the year, which ages the shingle and hardens every rubber and sealant component on it, and the humidity means that anything which gets wet inside the roof structure stays wet. A small leak here does considerably more damage over the same period than the same leak would further north, and mould becomes a problem much sooner.
As an emergency measure only. The material is designed to be heat-welded to itself, and adhesive patches lift at the edges with temperature cycling. A welded repair is the actual fix.
Typically fifteen to twenty-five years depending on thickness and exposure. Seams and detailing fail well before the field of the membrane does, which is why most TPO work is repair rather than replacement.
